Loraine Hawkins is an international health systems consultant in health financing, systems and governance with over 30 years’ experience spanning 33 countries worldwide. She is a Governor of the Health Foundation, a health policy think tank and research NGO in the United Kingdom. Currently she works as an expert adviser on health financing, strategic purchasing and governance for WHO European Region in Ukraine and Kyrgyzstan, and for the Health Systems, Finance and Governance Directorate at WHO Headquarters in Geneva. She was the Chief Analyst at NHS England from 2014-2016. Prior to that she was a Senior Visiting Fellow at the King’s Fund and worked as an expert advisor to WHO, the World Bank and UNICEF in a range of countries in Europe, the Middle East, South and and Asia. She was a Lead Health Specialist for the World Bank from 1998-2006. Much of her work experience has focused on hospital payment systems, hospital and health insurance governance, and the interface between the public health system and public financial management. Loraine was a member of the UK Department of Health’s Strategy Unit in 2001-2002. Earlier in her career she worked for the HM Treasury (the UK finance ministry), and for the New Zealand Treasury and Health Ministry, where she led the secretariat for a Government taskforce on health system reform and managed implementation of the health financing component of these reforms for the Ministry of Health.
