Nathaniel Otoo is currently a Senior Fellow at Results for Development in Washington DC, in the United States, and an Independent Consultant in Policy and Health Systems. He was the founding Executive Director of the Strategic Purchasing Africa Resource Centre (SPARC) in Nairobi, Kenya, a position he held for a year from October 2018 to September 2019. SPARC is an initiative that aims to strengthen the capacities of countries in sub-Saharan Africa to implement and scale-up strategic health purchasing, using its three pillars of connecting countries to experts, brokering packages of support for countries and sharing knowledge generated from the process. Nathaniel has many years of experience in health insurance implementation. Between 2015 and 2017, he served as CEO of Ghana’s National Health Insurance Authority, having previously served in other capacities in the organization. Nathaniel is a founding member of the Joint Learning Network for UHC, and became the network’s first convener in 2013, a position he held for 2 years. He has contributed to, and supported numerous global, regional and local UHC initiatives, activities and events.
